Computer based optimization procedures could be and should be available to technical decisions makers. They are promising tools, and in the time of more and more intense competition, they can be the only tools, which can deliver a practical solution on the current technical and economic edge, the solution, which helps to stay ahead of competition. Currently optimization is rarely a tool; even more rare is a case when it can be deployed rapidly. Optimization can be a decision making tool only if some efforts were made to adapt it to particular class of problems and particular decision making conditions. The goal of this publication is the organization of the "production" of these tools.
We need a big variety of optimization tools developed by the group of high level specialists in different industries and in different companies. Here we brought general ideas of this development.
